Burkhard Blienert is the Commissioner for Addiction and Drugs of the Federal Government. His team belongs to the Federal Ministry of Health led by Karl Lauterbach (SPD), who is pushing for the legalization of cannabis as decided by the traffic light coalition: Initially, cannabis clubs should be allowed to cultivate cannabis together; at home, three plants per person should be allowed. The goal is to improve youth and health protection. However, the draft law presented by Lauterbach is considered too strict by the FDP and the Greens in the Bundestag. Even Blienert, in his capacity as a cautious team member, sees a need for liberalization.
