Von Anfang an war die Einstellung der Kasachischen Republik zu den beiden Ländern klar definiert und man ist von dieser offiziellen Linie bis heute nicht abgewichen: Strikte Neutralität, Förderung von Verhandlungen, Diplomatie, Friedenssicherung wo es nur möglich ist, Abbau der Spannungen und humanitäre Hilfe.

The West is aware of the special role of the CIS countries like Kazakhstan in relation to Russia, on one hand, the close economic and historical interconnection, on the other hand, the role as a potential sanctions violator by circumventing the measures predominantly imposed by the EU and the USA. This is why the call for the imposition of indirect sanctions by the EU and the USA is repeatedly heard!
Astanas Einstellung ist aber auch hier eindeutig und transparent, keine direkte Unterstützung und Beteiligung an den Sanktionen gegen Russland, aber keine Hilfe für Moskau bei Versuchen Kasachstan als Verbündeten bei den Umgehungen zu instrumentalisieren, vor allem auch nicht durch Nutzung des kasachischen Staatsgebietes.
The state leadership and authorities of the country have complete control over the (attempted) export of „prohibited goods.“ This was reaffirmed by Kazakh President K.K. Tokayev in June 2023 during his meeting with his German counterpart Frank-Walter Steinmeier: „We are committed above all to WTO rules and also comply with all regulations adopted in the international market. As for the alleged export of goods with ‚dual-use‘ to Russia, this is absolutely untrue and lacks any basis,“ said the Kazakh head of state.
Bereits 2022 hat Kasachstan die Lieferung von Militärischen- und Gütern mit „doppeltem möglichen Verwendungszweck“ nach Russland vollständig verboten und unterbunden.
Auch der Transport durch das kasachische Staatsgebiet ist kategorisch ausgeschlossen. Jeder Versuch einer Umgehung wird abgefangen und rigoros verfolgt!
Es ist in Wahrheit im Interesse der kasachischen Wirtschaft westliche Sanktionen gegen das Land zu vermeiden und sich auch im Finanzsektor an alle aktuellen internationalen Beschlüsse zu halten.
All dies ist auch belegt durch offizielle Zahlen, so ging der Export der wichtigsten strategischen Rohstoffe von Kasachstan nach Russland in den Monaten Jänner bis Mail 2023 um bis zu 88 % zurück. Diese Tatsachen werden auch seitens offizieller amerikanischer Statistiken nachgewiesen.
Ein Problem stellen teilweise die Versuche dar aus Kirgistan Kriegsrelevante Güter via Kasachstan nach Russland zu befördern, so wurden beispielsweise im November 2022 vierzehn Kampfdrohnen abgefangen und heuer bereits mehr als 3000 Stück schusssichere Platten beschlagnahmt ebenso wie diverse elektronische Güter mit „doppelten Verwendungszweck“.
Russian companies are naturally interested in equipment for the chemical industry, advanced electronics, plastics and plastic products, radios, sanitary facilities, turbines, aircraft parts, textiles, or even materials for bank cards.
The West, however, has a reliable partner here in Kazakhstan, even though the country wants to and will continue to pursue its own path in other matters.
Recently, the American side positively assessed the measures taken by Kazakhstan to prevent the imposition of secondary sanctions and the results of their efforts.
If the West, however, overreacts and puts too much pressure on Kazakhstan, endangering the economic and overall well-being of its population, this would certainly be counterproductive and lead to a cooling of mutual relations.
Vor allem bliebe Astana dann nur der Weg einer größeren und engeren Bindung an Peking und Moskau, was für die EU und die USA dann ein Worst-Case-Szenario darstellen würde, das keiner zum Zeil haben sollte und das Gegenteil von dem darstellen würde was man erreichen möchte.
